Born in 1963. Head of Shomron Center for Economic Policy Research; head of the department of Institutional Issues at the Gaidar Institute for Economic Policy (Moscow). Ph.D. in economics, an expert in the fields of public choice, institutional economics, and transitional economical and political processes in post-communist countries. During the last years has been active in studying incentives of modern terrorism and counter-terrorism.
