Born in Brno in 1960. After graduation at the Military Academy in Brno in 1984 he was appointed as a CIS staff officer. Having held numerous assignments in the Air Force training and education establishments and in research and development branches during his fruitful career, in 2004 he was selected for the NATO Defense College in Rome Research Fellowship Program as a Fellow. His research was focused on political-military strategic issues, particularly in defense and security policy, international relations and international security studies. Subsequently, he served as the Curriculum Planning Branch Chief at the College. He is the author of many monographs, books, papers and articles in the field of security and defense policy published worldwide. At present, he holds the position of the Vice-Rector for Science at the Armed Forces Academy in Liptovský Mikuláš.
